IPsec encryption protocol adds header and footer to original packet and now packet inside of router gets bigger like 1600 bytes. Not this already encrypted packet need to leave out side ethernet interface where MTU is also 1500.
Yeah mtu matters. I was kidding. Joking. You didn't say which router you have and you didn't say which modem you have. There's definitely something wrong if your have to power cycle. If your only have problems when you're gaming, that might be out of your control. I would experiment with mtu.
