Hi i have the same issue last week . I try every thing and it wont work ,i get !#^&@@ disconnect my ps4 and put it in some where warm and dry after 2 days i try again and turn on my ps4 ,the screen came up but i see some white lines on screen and tv started to blink every 15 sec so i changed resulosion and it wont work again so i turned off ps4 and put it in the place i mentioned and after If your pc has a lan port connect the ps4 to that and then it should be able to use the pc's wifi connection for internet. (you might have to also do something else that I can't remember to get the lan to use your wifi for an internet connection.) Disconnect your PS4 from the power supply. Remove either the casing on the rear if you have a PS4 Pro or the top left chassis plate on a PS4 classic. Unscrew the hard drive bracket.
